A.  Call to Order
Matt Ellis called the meeting to order at 7:31 p.m.

PZC2009-9 Application for modification of Special Permit to allow for concession sales use at 511 River Road (Map 39 Lot 6 Zone DR) Owner/Applicant:  Town of Willington (Received May 19, 2009 Public Hearing or Decision by July 21, 2009)

Application was withdrawn by Teri Gareau.

Application for 1 lot re-subdivision at 33 Kollar Road (Map 24 Lot 24 Zone R80) Owner/Applicant:  Thomas & Linda Margarido (Received June 2, 2009 Public Hearing or Decision by July 21, 2009)

E. Standish motioned to hold the Public Hearing on June 23, 2009 at the Special Meeting. Time was set for 7:00 PM and the meeting will be held in the upstairs common room.  P. Nevers seconded the motion.  All in favor.

Minutes

E. Standish motioned to approve the minutes of May 19, 2009.  M. Ellis seconded the motion.  All in Favor.  

Correspondence

1.  Email from Teri Gareau withdrawing PZC2009-9.

2.  Let from CT DEP regarding a chemical spill at Fed Ex on 5/20/2009.

Staff Report and Discussion

S. Yorgensen supplied the commission members with the Proposed Regulations including the attorney’s input/comments.  The Special Meeting, to go over the suggested changes to the regulations, was set for June 9, 2009.  M. Ellis said he spoke to Mike Makuch, of the Fire Department, and he will get his input to the commission as soon as possible.  

A brief discussion was held on the driveway standards in regards to fire truck access.  

J. Poole asked about the Draft Regional Land Use Plan 2009.  S. Yorgensen said the commission is to review the plan and provide feedback.

S. Yorgensen provided the commission with the draft of An Ordinance Establishing Land Use Application Fees which was drawn up by Planning and Zoning’s attorney.  M. Ellis said he attended the Board of Selectmen meeting the night before and presented the Selectmen with the ordinance.  The Selectmen would like to have the town attorney review the ordinance and get approval from Planning & Zoning and the Zoning Board of Appeals.  After which time, the ordinance will have to go to Town Meeting and Public Hearing.  

A discussion was held on the current ordinance vs. the proposed ordinance.  A discussion was held on budget constraints and the applications that required outside consultants in which the costs have gone well over the application fees.   A discussion was held on future applications that may require outside consultants and could, potentially, be very costly.  S. Yorgensen said this ordinance allows Planning and Zoning to go back and recoup the dollars spent for consultants.  

J. Sullivan motioned to recommend adoption of  An Ordinance Establishing Land Use Application Processing Fee with the following change.  In Section 9, change First Selectmen to Board of Selectmen.  All in favor.  Motion carried.

A brief discussion was held on the proposed regulations and landscape architects.   P. Latincsics asked if, after the changes are made and the regulations are finalized, will the board then vote to adopt the regulations?  S. Yorgensen said yes, after the public hearing.

A discussion was held on the Forestry Regulations.  

Meeting adjourned at 8:20.
